Amanda Gilman

Designee of the Association for Behavioral Healthcare

Amanda currently serves as ABH's Senior Director for Public Policy and Research. She is responsible for working with the President/CEO to implement advocacy strategies related to state and federal government budgets, legislation, regulations, programs and other initiatives. Mandy also works on the association's public policy agenda including the Affordable Care Act, mental health and addiction parity, MassHealth system transformation initiatives and other aspects of payment reform implementation. She also serves as the staff support for three ABH member committees, Human Resources, Outpatient and Quality & Outcomes. Before joining ABH, Amanda worked as the legislative, budget and committee staffer for State Senator Jennifer L. Flanagan, chair of the Joint Committee on Mental Health and Substance Abuse. In that role, Mandy worked on a range of issues impacting community-based mental health and addiction treatment services. Mandy holds a Masters Degree in Public Administration from the University of Massachusetts Boston, and a Bachelor's from Fairfield University.
